Summary: This research has as main objective, the mapping of the irregular occupation of areas
of permanent preservation of slopes and/or with declivity superior to 45º located in
the urban area of the city of Cachoeiro de Itapemirim-ES. Bibliographic research of
an exploratory nature was carried out, with the identification and use of important
documents (master plans) that are part of the construction of the city`s urban planning
since the 70s. municipality and create guidelines to guarantee the right to the city.
The research was divided into three stages: 1) Analyze the phenomenon of urban
expansion and its relationship with urban planning in the specific literature; 2) Know
the city idealized in the urban planning instruments established for the municipality of
Cachoeiro de Itapemirim-ES in the period 1975 to 2005 (time frame of 30 years), in
the light of the concept of permanent preservation area of slopes and/or with higher
declivity the legal limit in urban areas; 3 - Identify the risk areas located in the
neighborhoods of the municipality of Cachoeiro de Itapemirim-ES, located in the
urban perimeter, which are occupied in a permanent slope preservation area and/or
with a slope greater than the legal limit. The occupation of these areas has as its main
consequence, the impossibility of exercising its ecological function, which could
contribute to geological instability and the configuration of negative environmental
impacts.
