Summary: The present work describes the process of developing energy efficiency indicators and energy baselines, according to the ISO 50000 series of standards. Indicators were developed for five groups of consuming units of state public power in the state of Espírito Santo, namely : hospitals, schools, administrative buildings, battalions and prisons. For the development, the multiple linear regression technique was used as a way of quantifying, against a database of each group of units, the influence of each independent variable on the monthly electric energy consumption. From the application of this technique, we reached energy efficiency indicators for each of the groups of consumer units, relating the measured electric energy consumption to the values obtained by the regression. Thus, the objectives established for the work were fulfilled, allowing a comparison between the measured indicators and the baseline of the projected energy management systems. The results obtained in the evaluation of the quality of the indicators were satisfactory in four of the five groups. The only group whose results were not considered adequate, namely, police battalions, has peculiarities that hinder access to data of independent variables of good quality.
